Random enrolment group set can result in more groups than expected

When creating a group set with random enrolment one of the options is a fixed number of student per group. If this option is set Blackboard calculates the necessary number of groups and distributes the students randomly over the groups. In a course with a large number of students the number of groups might be calculated with any disabled students in the course taken into account and accordingly the number of groups could exceed the expected value.

The best option is to set a specific number of groups.
